DESCRIPTION
Since The Administrative Decentralization Plan prescribed the duty to strengthen the Local Administrative Organization (LAO), DRR transferred rural roads to LAO since 2003 considering the readiness of LAO as determined by the Central Committee.

The important duty of DRR after the road transfer is to follow up and evaluate the LAO performance on management of the transferred roads to understand the existing road conditions and LAO’s capability which will be a way to determine and enhance the efficiency and effectiveness of LAO to meet the objectives of the Decentralization Plan. The project comprises 2 parts:
• Preparation of database and monitoring and evaluation system of the transferred roads;
• Set up evaluation criteria of road condition and perform monitoring and evaluation of the transferred roads.

SERVICE RENDERED
– Workgroup 1: select sample provinces, study and identify road sampling method, Select groups of sample roads in
province and submit for approval, and check and improve sample list for approval;
– Workgroup 2: prepare evaluation criteria for road quality level criteria, analyze and propose road condition criteria, and
prepare upgrading and budget plan;
– Workgroup 3: survey and prepare data of sample road quality for further road condition analysis following criteria in
workgroup 2 for the transferred roads in 7 provinces in each region, a total length of at least 1,100 km.
