DESCRIPTION
Establishment of an energy savings scheme in the steel sector in Vietnam under Support by French Development Agency (AFD) Fund, prepare technical guidance for the regulatory framework including implementation plan, study and comparison of relevant information with other developing countries in Asia. This scheme will increment an energy efficiency (and/or potentially greenhouse gas (GHG) emissions reduction) component.
SERVICE RENDERED
– Questionnaire and plant visits;
– Preliminary audits by review and analysis of existing energy saving / efficiency measures and walk-through audits for
selected plants;
– Technical analysis to estimate Specific Energy Consumption (SEC) and identify problems / feasible measures.
Extrapolation of energy consumption to the whole steel sector. Establishing the target for energy saving and economic
analysis;
– Policy and a market analysis. Existing policy options investigated to formulate the efficient policy framework;
– Consultations with representatives of the steel sector to define achievable measures for energy saving. Consultations
with the MOIT, Ministry of Science and Technology, Ministry of Finance and other relevant government agencies to
define the energy saving targets and related issues;
– Finalization of the energy saving target and drafting of the implementation plan;
– Drafting of the Policy (Technical Guidance) for the Regulation framework.
